Shoot every other gate after that EXCEPT for the last one, the padlocked gate to the west of the main building. Whether you do that or not, follow the steps for Instigator again next I'd start with the red padlocked door on the security building first so that the guard in there gets killed straight away.
At this point, you may wish to follow the steps for the Second Shooter achievement as well, including the steps afterwards to get your friend into place, as he is meant to assist you with shooting the Tiger after they start running. Their bodies shouldn't be found for quite a while despite how out in the open they are. Now follow the steps for Shocking Violence, shooting the faucet first and then the car battery when the time is right to kill Khabko and two more Tigers. With those two down, simply look at the last guard tower just below you to the right and shoot that fire extinguisher as well. Most of the time, he should fly off and not be seen, but if you're unlucky and his body gets stuck on the tower/does get seen, you'll have to try again. Move to the next one to the right from there, with a Tiger and a regular guard together shoot the right wall of the guard tower to move the regular guard away, then wait for the Tiger to turn his back on the fire extinguisher again before you shoot it.
Take care of the furthest one to the right first by shooting the fire extinguisher by him.
You can get three guaranteed kills off the Tigers in the guard towers at the start.

I'll go through how to kill as many as possible before you have to deal with said randomness. The main difficulty with doing this is that you will have to start the riot to pull it off and there is some real randomness to how the targets move after you do that. This requires you to kill all targets without directly shooting them, so for example, by exploding them with fire extinguishers or having them be killed by the rioters. Hold Your Fire: This is perhaps the hardest challenge of any Sniper Assassin level, and I recommend you do this as one of your last challenges so that you are familiar with the map and how it works. As per usual, to avoid trying to get headshots on running guards, this is best done in conjunction with a Silent Assassin run, so see the bottom for advice on that. Pink Mist: All targets have to be killed with headshots. This one does have some of the trickiest challenges of any Sniper Assassin level to finish off, but most aren't too bad, with the majority of Feats being easy enough to knock out first as always. You should know by now to get as many of these done as possible before you take on the Silent Assassin run so that your multipliers are high enough to get a score of 1 million as well for both achievements. Let's get onto the challenges now, which all have to be finished once again. I remind you again that the multiplayer servers for this are planned to be shut down at some point, and though IO have said they will make sure the multiplayer achievements are still unlockable somehow, it would be best to get these achievements done ASAP if you haven't already.
